To qualify for MCWD program involvement, a community development must meet the following minimum set of criteria:

1. The applicant must assume the long-term maintenance and operations of stormwater facilities proposed in conjunction with the project and fund necessary maintenance through its Local Surface Water Management Plan

2. The aggregate stormwater facilities must achieve a level of treatment that exceeds all regulatory requirements

3. The project should have high value as a demonstration site and must allow for education and outreach opportunities.

Stormwater facilities cost-shared with District funds must be filed against the property through protective covenants and a maintenance program approved by MCWD.
