Project Description

The Minnehaha Creek Watershed District (MCWD) is seeking a qualified consultant team to provide engineering design services for the County Road 6 Pond Retrofit (CR-6 Pond), which is in the City of Orono and fully within an MCWD-held easement. This project will involve design, permitting, cost analysis, plans and specifications, and construction oversight.

The CR-6 Pond was originally constructed in 1998 to reduce sediment and nutrient loading to Long Lake. The dual-celled regional stormwater pond is approximately 2.5 acres and captures the drainage from two northern tributaries, treating 3,370 acres of runoff. Recent water quality monitoring and sediment survey data indicate that the CR-6 Pond has not been performing as effectively as originally designed.

Retrofit options have been assessed through feasibility to evaluate potential for increasing the pond’s nutrient removal performance. A combination of two design elements were determined to be the most cost-effective solution and are now being advanced into design. The design elements include a gravity sand filter bench and an earthen berm to further define the dual-celled pond.

No page limit is required; however, respondents will be evaluated on clarity and conciseness.

MCWD will host an informational meeting on this RFP on April 10, 2024, at 12:30 PM at the MCWD offices at 15320 Minnetonka Blvd, Minnetonka, MN 55345. You are encouraged to RSVP to Kailey Cermak, MCWD Planner-Project Manager. Please see the RFP below for virtual meeting attendance.

The anticipated timeline for the proposal review process, which is subject to change, is as follows:

  • Submit RFP questions: April 5, 2024
  • Optional RFP informational meeting: April 10, 2024
  • Deadline for receipt of proposals: April 22, 2024
  • Interviews: May 6 and May 7, 2024
  • Consultant selection: May 23, 2024
