Project Description

The Minnehaha Creek Watershed District (MCWD), in partnership with the Minneapolis Park and Recreation Board (MPRB) and the City of Minneapolis Surface Water & Sewers Division, is seeking proposals for engineering, design, and consulting services to complete a feasibility study for three Phase 1 projects within the Minnehaha Parkway. The feasibility study will analyze three projects that have been selected from MPRB’s Minnehaha Parkway Regional Trail Master Plan for technical feasibility, including engineering, landscape design, policy, and regulatory feasibility, as well as produce cost and cost/benefit estimates.

The three agencies are partnering to develop a program of capital investment to improve water resources and build resilience in Minnehaha Creek and the Minneapolis Chain of Lakes. The Phase 1 projects aim to improve water quality, water quantity, and ecological integrity through the restoration of Minnehaha Creek, the streambank, and associated wetlands. The scope of the Phase 1 projects includes installation of stormwater BMPs, remeandering of Minnehaha Creek, and floodplain restoration.

As the partners plan, design, and construct the Phase 1 projects, it is the intention to develop a repeatable and scalable process that can be applied to future partner project opportunities.

How to apply

Responses to the RFP should be submitted no later than 4 PM on Monday, June 3, 2024. All responses should be submitted via email to Gabe Sherman (gsherman@minnehahacreek.org) and Michael Hayman (mhayman@minnehahacreek.org). No page limit is required; however, respondents will be evaluated on clarity and conciseness.

Each proposal should include the following items:

  • Cover letter
  • Project understanding
  • Approach and methodology
  • Budget, schedule, and level of effort
  • Qualifications and experience
  • References
  • Partner resources
  • Subcontracting

Timeline

MCWD will host an informational meeting on this RFP at 2 PM on May 16, 2024, at the MCWD Offices (15320 Minnetonka Blvd, Minnetonka, MN 55345). To attend virtually, please use this Zoom meeting link. Please RSVP to Gabe Sherman, MCWD Planner-Project Manager, and Michael Hayman, MCWD Director of Project Planning, indicating in-person or virtual attendance by May 8.

The anticipated timeline for the proposal review process, which is subject to change, is as follows:

  • RSVP to pre-submittal informational meeting: May 8, 2024
  • Submit RFP questions: May 10, 2024
  • Optional pre-submittal informational meeting: May 16, 2024
  • Proposal submittal deadline: June 3, 2024
  • Interviews: June 20, 2024
  • Consultant selection: June 27, 2024
  • Scope adjustments: June 28 – July 5, 2024
  • MCWD Board consultant selection and contract approval: July 11, 2024
