
Montgomerie Avenue Stormwater Management Project

Overview
The Minnehaha Creek Watershed District (MCWD) and the City of Deephaven have partnered on a stormwater management project, to reduce local flooding and improve water quality in Lake Louise and Robinson’s Bay on Lake Minnetonka. The City is leading the project with technical and financial assistance through MCWD’s Land and Water Partnership (LWP) Program.
By constructing an infiltration basin, the Montgomerie Avenue Stormwater Management Project will capture, store, and treat stormwater runoff from the surrounding 5.6 acres. The system is designed to reduce phosphorus loading to Lake Louise, which flows into Robinson’s Bay, by approximately 6 pounds annually. MCWD and the City identified the project through a citywide assessment of regional water resource improvement opportunities. MCWD provided technical support to evaluate project costs and benefits, contributed $125,000 through the LWP Program, and helped the City secure outside grant funding for the project.

The Board of Managers ordered the Montgomerie Avenue Stormwater Management Project at its November 20, 2025, meeting. The City of Deephaven anticipates beginning construction in Spring 2026.

Partnership
The project was made possible through early planning and coordination led by the City of Deephaven. This early collaboration allowed MCWD to support project scoping, feasibility, and design, ensuring a seamless integration of both partners’ goals.

Funding
MCWD Project Cost: $125,000
MCWD contributed $125,000, or approximately 20% of the cost for the project’s water quality improvement features, through the Land & Water Partnership Program. The project also received $45,034 in grant funding through the Hennepin County Opportunity Grants program, as well as $200,000 of Watershed-Based Implementation Funding. The City of Deephaven provided the remaining project cost of $173,839.
