Cedar Avenue Stormwater and Restoration Project

The Minnehaha Creek Watershed District (MCWD) will hold a public hearing at the August 13, 2026, Board of Managers meeting at 7 PM for the Cedar Avenue Stormwater and Restoration project. Immediately following the public hearing, the Board will consider ordering to formally establish the project.

Project Overview

MCWD is advancing the project in partnership with the City of Minneapolis and the Minneapolis Park and Recreation Board as part of the Minneapolis Thriving Waters Partnership (MTWP). In 2024, the three agencies formed the Partnership, establishing a joint effort to improve water quality, mitigate flooding, and enhance natural resources in and around Minneapolis waterbodies within the Minnehaha Creek Watershed through coordinated planning and investment.

Since MTWP’s formation, the partners have completed feasibility for three project opportunities along the Minnehaha Parkway and selected the Cedar Avenue Stormwater and Restoration project as the first to move forward into design. Located at Cedar Avenue and Minnehaha Parkway, the project has potential to improve water quality flowing into Minnehaha Creek and impaired Lake Hiawatha, increase local flood storage, and enhance public realm elements along the Parkway.

The total estimated cost for design and construction is $4,300,000, which will be funded by the three partners. MCWD’s contributions will come from its ad valorem tax levy. Approximately 4.19% of the ad valorem costs will be allocated to Carver County and 95.81% will be allocated to Hennepin County.
