Project Description

The Minnehaha Creek Watershed District (MCWD) is seeking a qualified consultant team to provide engineering and conceptual design services to evaluate opportunities to address phosphorus export from the Six Mile Marsh in Minnetrista.

This effort will build on previous technical work to evaluate whether the off-line treatment approach identified through prior studies remains the most viable strategy for reducing loading to downstream impaired Halsted Bay. It will further examine the overall treatment opportunity within the Six Mile Marsh and whether MCWD’s Farmhill Circle property can feasibly accommodate a facility capable of providing a meaningful portion of that phosphorus reduction.

The evaluation is intended to remove uncertainty and refine estimates to provide MCWD and its partners with a clearer understanding of water quality benefits, costs, and key considerations with an off-line facility. This information will help define the potential role and impact of such a project within the broader water quality strategy for the Six Mile Creek-Halsted Bay Subwatershed.

Proposals should be submitted via email to Kailey Cermak (kcermak@minnehahacreek.org) and Michael Hayman (mhayman@minnehahacreek.org) no later than 4 PM on Tuesday, October 27, 2026. There is no page limit for proposals; however, respondents will be evaluated on clarity and conciseness.

Each proposal should include the following items:

• Proposed scope of work
• Qualifications and experience
• References
• MCWD resources
• Subcontracting

Timeline

MCWD will host an optional informational meeting on this RFP on October 1, 2026, at 12:30 PM. The meeting will be held at the MCWD offices at 15320 Minnetonka Blvd, Minnetonka, MN 55345. You are encouraged to RSVP to Kailey Cermak, MCWD Planner-Project Manager. Answers to questions submitted ahead of or asked during the informational meeting will be distributed to attendees and those who have indicated interest by email.

The anticipated timeline for the proposal review process, which is subject to change, is as follows:

• Submit RFP questions: September 30, 2026
• Optional RFP informational meeting: October 1, 2026
• Deadline for receipt of proposals: October 27, 2026
• Interviews: November 12, 2026
• Anticipated date for contract award: November 19, 2026
